In iOS 7, you do it under Settings/iTunes & App Store; tap "Apple ID: [whatever]" and choose "Sign out", and once signed out you'll be presented with options both to sign in under an existing Apple ID, and to create a new one. (I didn't actually do so, so there could possibly be a hoop or two to jump through which I didn't see, but I tend to doubt that.)
